Replaced both capacitors but still won't start

For a few weeks the motor would buzz for a couple of seconds and then start. But today it buzzes for about five seconds and stops buzzing but the motor does not start. I replaced both capacitors without success. I tested the old ones and the new ones with a capacitor tester and all are to spec. Listen to the noise here:
. I confirmed that the shaft spins freely. Motor is two years old. Any suggestions?

I don't know how I would do that. The back shaft is covered by the centrifugal switch so I cannot access it. I confirmed it spins by removing the switch in order to spin the governor but then I put the switch back on after I confirmed the shaft spins free..
