Replace tile on pool bottom mosaic

I have a tile mosaic on the bottom of my plaster pool. Its basic ceramic tile set in to the bottom.

A couple of the tiles have come loose and I need to re-set them.

Since they are on the bottom, I'd have to drain the pool to do it traditionally...

Is there some sort of epoxy or something I can/should use to put them back down without draining the pool?
