Replace the capacitor or entire pump

Trying to open my pool after 2 years. I have a Hayward 1HP Super Pump. I turned it on and it won’t draw in water, just hums. I opened up the wet end and the impeller doesn’t seem to be clogged up’s. I can manually turn it no problem but it doesn’t turn on its own when powered up.

1) is it likely the capacitor that needs to be replaced?
2) I can’t get the back open to remove the capacitor. It seems to have rusted shut? I’ve removed the 2 screws in the back but my it won’t open.
 
With that much corrosion it is probably time to get a new VS pump.
 
A third option might be to just replace the motor on your pump. We have three pumps total for our pool, and I've replaced the motor on 2 of them over the last few years that were 20 years old and had issues.
