Repairing 6 in long tear in liner

What is best kit to use? My tear is about 6 inches long with 4 inches being above water level. I have a section of liner that matches I thought about gluing it over top of it. Do I need to pull a vacuum on liner again? If so how? What is best kit to use and should I drain water level down when repairing?
 
The boxer adhesive is good for underwater & above- u can buy it alone in a container like pvc glue since u already have some vinyl.
in the kits @ lowes & Leslie’s there’s not that much, just a little tube.
Can u post a picture?
 
I have the same problem, a limb fell and pierced my vinyl lining in the shallow end. I see a lot of Boxer repair kits on Amazon but the Boxer 859 with a can of adhesive has the most reviews. Any opinion on what is best? There's a peel and stick too. The negative reviews are few but concerning

That looks extremely textured, is it debris or wrinkles? You may have a hard time getting a seal if it’s a rough texture

It's fine debris/algae, not wrinkles. We had had a period of our salt cell being down and we had just got our controller board replaced before this branch came down and made a hole. I knew sharing a pic of the hole would expose our less then photo-ready pool! I know how to SLAM and brush and vacuum it back to crystal clarity, it just seems like it's one small calamity after another with this pool this summer. I have placed some plastic over the hole with a dive sandbag weight over it and it seems to be holding while the repair kit is on the way. I came here for advice about the best adhesives, patches to use because this is the first time we have had a breech in our vinyl in 6 years and would welcome some tips. But I assure you that I am SLAMing it back to beautiful
