Removing/replacing safety rope anchor from pool

Hello TFP,

I want to replace what I believe is an anchor (not sure if there is a better word for it) for a safety rope. The metal is rusting and I've noticed rust stains are starting to appear in other parts of the pool. I've not been able to find much on Google related to removing or replacing this. Probably because I'm lacking the correct terminology in my searches.

I don't know if this twists off or not but I have tried to twist it off by hand and when that failed, channel locks.

Any advice is more than appreciated!

Are you looking to replace only the rusted bar or the entire unit? Most often they are an inter graded together and the nitch is plastered into the wall.

I'd prefer to only replace the bar if possible.
