I do have a SWG. From what I have read 3 - 5 ppm of chlorine is normal. My CC is 0.
 
I think that, generally speaking, with an SWG and a CYA level of 80, that you can run 5ppm FC. I find it curious that you and your kids are having eye irritation with the numbers you've posted. Assuming the #s are correct (and I would generally trust the K2005 results for everything except accurate chlorine checks) there must be something else going on.
What I would do first is turn off the SWG one evening, and run a chlorine test around sundown. Then test again in the early dawn before the sun gets on the water, and compare the readings. If they differ, then you have something living in your water.
