Rebar exposed on step, causing stains?

Hi pool people!
I’ll start out by saying I tried to read everything on exposed rebar on the forum and I understand there should be 3” of concrete under and covering all rebar.
Just wanted to get some feedback from all y’all’s experience:
1. this is exposed rebar right? Photos 1 & 2
2. Trying to figure out the stains on the wall below the step. Photo 3. It doesn’t scrub off like algae.

More info: I’m working on SLAM- this morning was 13.5 so I think I’m very close.
Prior to SLAM, I was using Costcos pucks for chlorine….. was also thinking that the copper from those can cause staining? Either way, committed to TFPs method now!

How would you proceed? do I continue to finish SLAM, and hire concrete/pebbletech repair now?
Wait until December? Worry about the staining on the walls now?
