Raypak 406a heater Issue with reduced heat and high limit error

I have a brand new Raypak heater 406a

It worked fine for 3 months approximately

It was erroring and shutting off with a high limit 2 error and was whistling at the heater loudly. They replaced the governor and it partially fixed it. Now it still errors but takes a couple errors . Also significantly reduced heat comming out of jets. I have replaced a 1HP hayward superpump ii With a hayward Tristar vs 900. Lowest speed I can run is 2950 where I don’t get whistling but this puts the pressure at the sand filter at 20
It definitely wasn’t that high with the original pump and before the issue occurred

I think there is something affecting heating and maybe even the heating or back pressure coming out of the heater?

The pressure coming out of the jets also seem reduced not sure if that my imagination

But the heat is at least half coming out of the jets

The warranty guy is coming out Friday again

Any recommendations/ suggestions?

What heater did you have before?

What is the capacity of your gas meter?

Post pics of the data plates on your gas meter and pics of your gas line to and into the heater?

Has the gas pressure at the heater been checked with a manometer?

My bet is you have an inadquate gas supply or pipes.

Gas supply is fine it’s oversized for the demand no heater before and new gasline . Turned out to be stuck bypass partially open - replaced under warranty working fine now
