Raised the System, now "No Flow"

I had to raise my system 32" to avoid chronic flooding, and re-filled/primed the filter/pipes before re-starting the pump, but now the pool return jets won't flow & the Salt Generator reports a "No Flow" error. I suspect this is because Pipes "1", "2" & the filter are just too high above the pool's water level with too much water volume above the pool's level, so the pump can't handle it (pump is not straining when running). There is some room to lower pipe "2" by about 12" to the approximate pool level, but should I also move the filter back down to the concrete slab too ? Thank you for your guidance.

Uh.... pool NEWBIE error, an open valve might help :)
