pump surging and pulsing

today I had to drain my spa in order for the service tech to repair my spa light, after he left and I was bleeding the air out of the system, when I put it into spa mode the pump was surging and pulsing with the pressure ( some what intensely) fluctuating back and forth from 20 psi to 25 psi, I let it do this for a little bit then I shut it down, And started it up again. this time it stopped surging and pulsing with showing no air in the basket. I went through this before after I had the whole pool and spa resurfaced. My common sense tells me that this was because of the air in the system from draining the spa, but can anyone else elaborate further on why it did this? And maybe what I would do differently in the future to avoid this? I'm afraid that this type of surging and pulsing could break something like a pipe. because at some point I will have to drain either the pool and spa or both again.
 
just wondering now could the solar panels that I have on the roof and the air from that be part of this or the cause?

What solar controller and solar valve do you have?

It helps to understand your equipment and setup when trying to help with your type of problem.
 
Was your Solar Controller on when you turn the pump and got the surging?

I suggest you set the Solar Controller to MANUAL OFF when you turn your pump off and on and then set it to AUTO after the pump flow is stable.
