I have a 2.0 hp Hayward pool pump. We had 15 degree weather for a about 3 days in Ga recently and I ran my pump the entire time. No problems.
When it was over one day, I went to start it and walked away and heard a loud pop. I walked back and saw it was smoking and cut the breakers off. I let it cool and tried again and it started up for a while and tripped the breakers. I took the motor apart to check whether the impeller was froze but it wasn't. I replaced the run capacitor
also and it still starts for a while then trips the breaker and smokes. Can it be the windings in the motor or what?

Welcome to TFP.

Smoking from a motor is never a good sign.

Check that new capacitor since you saw smoke again.

Post pics of your pump and the motor data plate.
