If the only (or main) downside to pucks is that they add things to the pool other than just chlorine, why hasn't someone brought to market pucks that are only chlorine?

Is there a chemistry reason why this hasn't been done?

Well, if the manufacturer is aiming for a type of "one stop shopping" via pucks, then the pucks need to be stabilized else the chlorine will just burn off quickly. I guess this is the reason for adding CYA to the pucks?

If so, then maybe the question is if there is a way to have separate chlorine pucks and CYA pucks, so that (in theory) someone like a TFP-er could create their own chlorine to CYA ratio by tweaking the combination of pucks put in.

Chlorine is a gas. It cannot be made directly into a solid form. Chlorine needs to be bound to a solid chemical. That is either CYA in Trichlor or Dichlor tablets or calcium in Cal-hypo.

Calcium Hypochlorite - Further Reading will chlorinate your pool without adding CYA but will increase your calcium and water hardness that has other undesirable effects.
