If the vacuum head sticks to the floor and there's no water flowing, that would cause filter pressure to drop.
I know my filter pressure drops and the flow is reduced when I'm drawing just from the vacuum. It doesn't like that long corrugated hose compared to the short smooth pipes, but it never drops to zero.
