A Hartford loop near the spa will probably prevent the water from getting too far up the pipe. It may work at your drain point but the closer to the spa, the better.

My solution is to install a valve at the low point so I will only have the system open if there is a jet problem (seems to be a slow leak). With the valve closed, this will be no different than the original system. The problem with the Hartford loop is that the spa is 12" higher than any of the hardscape. I would have to have a pipe sticking up through my patio. I agree this would be a better solution, but I could not figure out a way to make it work. The closest place I could put a loop is ~15' away from the spa (area around the spa is concrete). Since the air pipe goes downhill, the jets would have to pull any water uphill and I doubt there will be enough suction to do that. A blower would solve all problems, but I just couldn't bring myself to add another piece of equipment.

I assume that the jets are not supposed to leak, but there is some check valve on the venturi that fails after some time. What is the possibility of replacing the jet bodies? The spa is plaster/gunite inside and is, for the most part, below a concrete patio (top is level with patio level). We are planning to do a major overhaul of the hardscape next year and I am wondering if it will be possible to replace the jet bodies with new ones that (hopefully) will not leak. Once we break out the hardscape will it be easy to replace these, or will the spa itself have to be broken into? Put another way, is this a repair or is it more like a replace (for the spa).

No, the jets are not what is allowing water to fill the pipe. The air pipe is suppose to either run up hill or have a hartford loop. This is the only thing that prevents the air pipe from filling up with water. The venturis are capable of emptying around 15' of pipe but it if gets much longer than that, it can be a problem. A blower might help as well.

What is the possibility of replacing the jet bodies?

You can replace the jets from inside the spa but this is not causing the problem.
