Pro Logic control of solar actuator

I have a Hayward Prologic PL-PS-16, GVA24 Hayward actuator on a 3-way Jandy valve. Plugged the Solar sensor to the Prologic. Plugged the GVA into Valve-3. I can manually activate the valve. Changed Solar setting to Enabled, Solar Extended to Disable. Set Valve-3 to Solar. In the Settings on the Prologic, set the Solar Temp to 90. My expectation was that when the temp of the Solar sensor was higher than the Pool water temp, valve-3 would open, and the water should flow to the Solar heater. The valve never opens.

I do have an external heater (gas heater for the jacuzzi) and it is Enabled. I have Solar priority Enabled but the gas heater (Heater 1) is not Disable.

Is there a way to activate valve-3 (solar heater) without disabling the gas heater?

Note: I use solar heater for the pool and the gas heater for the jacuzzi.

Did you edit your configuration and say you had solar heat?
