On this forum a private Message is called a Conversation. Look for an envelope icon at the top of the UI.

Hey Red !! There’s a couple of ways but I just click on somebody’s avatar and then press ‘start conversation’.
Pro tip. Proofread carefully as you can’t edit PMs after they are sent. I’ve had convos go completely SIDEWAYS thanks to autocorrect 
A few weeks ago we had a large rush of Spammers joining sending spam via private messages. To halt this we disabled PM’s for new users until they have at least 1 approved post on the forum. After you asked this question your account have been updated to send PM’s to other users.
That said, I’m sorry for this headache. I totally forgot about disabling the feature and need to review turning things back on.
