Pool will not clear 1 month later still cloudy

So I am new to pools I have a 25k gal inground pool with a sand filter. It had not been opened in 2 years also did not have a cover. As expected it was a swamp. First thing I did was try to get all the leaves out and then I shocked the pool. The first round I used 12 pounds of shock. After the first initial round, I would wait about two days re-shock again this time using about 8 pounds each time. The green went away and left just a cloudy gray color. Took a sample of water to my local pool store and readings were as follows Free available chlorine 0.89 total chlorine 1.59. Combined chlorine 0.7. PH 7.4 Calcium hardness 128 Total alkalinity 95 CYA 12 Copper 0. iron 0. phosphate 517 total dissolved solids 0. saturation index -0.2. I was told to put four tablets in the skimmer basket add 25 pounds of calcium 2 pounds of stabilizer and conditioner and to add baking soda I have did all the above except for adding the stabilizer and conditioner that was only because it said to turn the pump to recirculate for 72 hours and I have so much dead algae in the pool. I did not think that would be a good idea until the pool was clear. Was this a mistake?? I have waited another week and my pool is still cloudy. I have kept my levels where they need to be as far as pH & chlorine. I have had the water since tested again and they said everything looked good. Here is where I think I might have messed up. Flocculent was added to my pool by a relative who did not read instructions clearly, and the pool was not put into recirculate of course nothing dropped at night when the pump was turned off. I called my local place they said it should be fine. I backwashed it that day left pump running 4 days later being impatient I tried to use the flocculant again this time the correct way once more it did not drop instead I seen a lot of algae had gathered on top of the surface. I used a skimmer sock and have been running the pump with this on ever since then. it’s only been two days but the pool is still very cloudy. I’m not getting anywhere with it I am hundreds of dollars in and don’t know what to do???? Any advice
 
First of all....welcome to the forum.

A short list of things to do is to first order one of our recommended test kits in Pool School. Read and study the SLAM process until it comes in. Be prepared to drain about half that pool to get your cya to a reasonable # and make the process easier. Liquid bleach to SLAM. Stop with the floc and Ibhopevit's been being vacuumed to waste only. Will clog a filter

We do things differently here than pool stores. TFP basics rely on our own testing with a quality test kit, following the SLAM process, and regular addition of chlorine, either liquid or through a salt water generator. We don't follow pool store protocol of "shocking" only as needed and adding a random mix of potions and chemicals.

If you'd like to be on board with TFP methods, there is a ton of support and knowledge here that will get your pool cleared up but it doesn't mix with pool store methods. Pool stores exist to take your money with potion after potion, each one meant to "cure" the problems caused by the previous one.

Start here with Pool Care Basics and look into a good test kit. Once you have a test kit, you will need to start the SLAM process .

There is a lot of information here but you first need to decide if you are done with the pool store and want to take over with TFP.
