I have 4 returns with very low flow. Seen in the picture below on the pool deck each return has an adjustable valve of sort. If I untwist the top there is a tube that runs to the return line which I believe should be creating a vacuum and producing bubbles. Typically these are used on hot tubs for bubbles.
I've adjusted the cap and have never been able to get sufficient vacuum to create the hot tub effect. To be quite honest, I really don't need the extra bubbles to increase my ph, my waterfalls do enough of that since my wife really loves the sound and wants them on all the time.
My question is...
Can I cap the returns to provide more flow to the other 4 returns in the pool? Or just leave them as is.

 
I can't see how capping them off would hurt anything, but I suggest you first figure out how they are supposed to work.

I see the "knobs" on top of the pool deck, but don't really understand how they could cause bubbles. Let's see of someone else who has seen these before can chime in.

Basically air is suppose to be pulled down the tube and out the return (venture effect).

I just went out and placed my hand on the return and water came out the pool deck adjustable knob.

 
If those are standard spa jets, it is difficult to "Cap" them as you found out. You can remove the jet nozzles and plug those but that isn't always easy to do.

Is there not a valve to control flow to them?
 
Wondering the same thing. It looks like you may be able to close them off when not in use as there seem to be many shut-offs in your plumbing.

My sitting area has jets like in the link that Jimrahbe sent. They have two holes that circulate when water flows through them to create a spa effect. Yours look like regular returns jets, not spa jets.

If you can control that area separately, you might want to cap off two of them and replace the two remaining returns with the circulating type. That way you could enjoy a little spa action!
 
The four valves on the left control the 1. Waterfall
2. Beach entry fountain
3. Lion heads
4. Water jets on edge of pool.

My thought is there isn't enough pressure to actually create the venture needed. I've turned my pump to full speed with no change. For now I'll just close the top air valve full closed on the pool deck. The PB probably had good intentions that just didn't work as intended.

But aren't the "spa" jets on #4 valve of the secondary pump? I am wondering if those work better, suck in air, when the other features are off.

The primary returns (I call them returns if they just use eyeballs and are not venturi jets), are run off of the main pump correct?

Plugging the spa jets is not going to affect the primary returns since they are on separate pumps unless I don't understand your setup.

Ok so the standard returns and the 4 spa jets near the bench are run off the same pump with a single line?
 
The black valve below the SWG allows the spa jets to be selected on, returns on or both.
If I select just the spa jets, I get the spa effect from the four returns on the step.

Would it be better to leave the spa jets off and allow more pressure to the main returns?
