Pool Renovation

We have a pool originally installed in the mid '80's that we need to start renovating. While the pool itself looks to be in great shape the mechanicals, concrete decking, fencing and decking all need repaired or replaced. I want to get some opinions on the best path to complete this in multiple steps as we don't have the time or money to do it all at once. I'm picturing the following steps:

- Fall 2019: Replace mechanicals, add gas heater, repair 1 of 2 returns (broke in 2015)
- Spring 2020: replace existing concrete deck and expand concrete to fencing, replace fencing
- Fall 2020: replace existing deck

Is there something I'm missing on this plan? I'm worried that we will have to redo some of the steps if they are not ordered correctly. I've attached a couple of photos for reference.
