Pool opening and blue silty material and difficulty getting water to clear up

Opened the pool Sunday and some seams on the cover let stagnant water seep in and been having trouble getting water to clear up. Also have this blue silty stuff in the bottom of pool and in skimmer. Thinking it might be the blue vinyl from the cover but not sure. Rubbing between fingers and it disintegrates.
Numbers are all over the place and working on getting water clear first. Our average rainfall is 16" and we are over 36" here in N. CA

The only things I can think of that would produce blue like that are:
- Liner
- Cleaner
- Pool toys
- Swimwear


Any of those possible?

The liner is on it's 4 season, we always remove pool toys after using pool. My trunks have blue in them so possible. We did you chlorine tablets last year when we were on vacation. None of these really seam possible, really thinking it was the blue pool tarp used to cover pool over the winter. Hopefully the pool will clear up soon.
