pool light config correct? water in the lense...etc...

I have a standard underwater pool light. I have noticed water behind the glass. Is this normal for pool lights? I currently have the breaker shut off so it does not recieve power so its safe to swim. If it is normal to have water in the pool, how do i know or what procedures do I do to ensure its safe to swim with the light on?

It is definitely not safe to swim when power is applied to a light fixture with water in it. You need to open the light fixture and investigate where the water is leaking. Usually the lens gasket deteriorates overtime but in some cases, the leak is coming from the rubber boot where the cable enter the fixture. If it is the latter, you need to replace the whole light fixture.
