Pool ladder cups buried in concrete

Hello,

I just had a concrete deck poured around my 18x40 inground vinyl liner pool. The pool guy had the ladder cups mounted where he wanted and the ladder in place while pouring. The concrete company poured over top of the cups and now I have a permanently installed ladder… any ideas? I was thinking about gently chiseling around the ladder until I get to the top of the cups and set bolt.
 
I hired the concrete company and have been managing the project myself. I did talk to the concrete guy ahead of time and let him know the cups need to be flush with the top of the concrete. He also stated he was going to tape up the bolt and ladder and never did. Either way mostly my fault for not catching it. I am just trying to figure out a solution now. I am thinking if I chisel until I find the bolt I should be able to pull out the ladder.

What do you have to lose? Worst case, cut a section out of the deck, replace the ladder fittings and make him repour that section of deck.
