Pool foam! Help!

Your fc level isn’t elevated.
It is currently within normal maintenance target range for your cya
See—> FC/CYA Levels
Shock/slam level for your cya is 16ppm.
The SLAM Process requires that you keep fc at slam level with liquid chlorine until you pass all 3 end of slam criteria to ensure that you have eradicated the algae & prove its gone.
You are done when:

CC is 0.5 or lower;
You pass an Overnight Chlorine Loss Test
AND
the water is clear.
(Crystal Clear w/no algae dead or alive)

During the slam you only need to worry about testing fc & cc
You can use a 10ml sample & each drop counts as .5ppm to conserve reagents.

Good job getting a recommended test kit. Your high CC level above .5 and your statement you've seen dead algae on the pool floor indicates you need to perform an Overnight Free Chlorine Loss Test (OCLT). Check out that linked article.

... I was told my pool might be 21,000 gallons, but I can't be certain. I believe it's an 18x33 oval...

How deep is your water? Assuming common 48" for an above ground pool, it would be 9x16.5xpix4 = 1866 cu ft = ~ 14,000 gallons

I would say it is 48in as you said. So the pool place that estimated 21000 gallons was probably way off.
