Is this the kind of thing that can be fixed with a weld job?

We are looking at replacing the entire pool enclosure, try to have it built better (keep water pathways away from posts and have concrete poured up to at least 2 inches above pavers, at least 1 inch wider, etc) but don't know when we can do that - need to get estimates and see if we have budget for that (not cheap I know). In the meantime, I am trying to figure out if weld job is a temporary solution we should be doing here (if it makes sense as a temporary solution to hold us over)

That repair job is more then just the post. The concrete underneath it has deteriorated badly and will not provide proper support for the post.
IMO you should move your timeline up on getting the whole structure replaced, and the footings repaired.
