Pool deck caulking question

We have been in our new home for a week and loving the pool. I noticed around the pool deck that none of the expansion or control joints in the concrete are caulked. Should they be caulked or is there a reason to leave them as is?

We live in Minnesota.

You don't caulk them. I did grout mine, but I've never seen anyone else do it.
