Polaris 360 won't move

Old unit wouldn't move. We ended up getting a brand new one. Replaced it, including the hoses. Did the pressure test. This test says to hold the pressure test piece at the end up the hose under water, cover the large of two holes with your thumb, then use your other hand to feel if water is coming off the pressure release valve at the root of the hose. And it did, so that is a pass. Yet this thing still won't move. Tail doesn't wag. Wheels don't turn. Well, except for like the first minute the pump is turned on the tail and wheel might move very weakly. Then the backup valve kicks in. Then once the backing valve is closed again, the unit should be moving but does not. The pump is on max speed. We are at our wits end. Only one other inlet to the pool, which is closed off and has only a little pressure being relieved from it. The finger screen inside the hose is brand new and not clogged. If we take off the pool cleaner, plenty of water is gushing out of the hose end.

Ideas???

Set the cleaner on the deck, turn on the pump. How much water is spraying out? How is the cleaner plumbed at the equipment pad?

Have no clue what that means!

Anyway, definitely figured out that a chronically clogging finger screen is at least part of the problem. Perhaps the filter was not fitting snuggly and letting things through, or I need new filters. I'm getting the whole pool and filters clean manually and then I will try plugging in the Polaris again.
