Polaris 280 not moving/Booster pump PB4-60 low pressure

A year ago I purchased a pool vacuum which was working fine until it stopped last week. It has been sent for repairs. In the meantime I put my old Polaris 280 back in the pool but it isn't moving. I tried several things and realized the water pressure from the Booster pump is very low. Not good enough to move the cleaner. The booster pump has been making a whining noise so not sure if it the whole pump needs to be replaced or if I should just replace the capacitor.

Any help on this matter is greatly appreciated.
 
Whining noise is likely from bearings going bad and not the capacitor.

How are you measuring the water pressure?

Post pictures of your equipment pad and 280 in the pool.
 
Water pressure to the cleaner is reflected in the wheel RPM (per Polaris spec) what is the wheel RPM? Do you have a red or blue regulator in the UWF? Is the UWF filter insert clean? Is the booster pump getting adequate water from the main system?
