Polaris 280 backup valve question

Hi! I just replaced the shell of my backup valve because it cracked in half. I am using tehgearbox form he original one which seemed to be OK. The polaris is moving around the pool fine but I thought there was supposed to be a steady trickle of water that comes out of the backup valve the whole time. Am I remembering that incorrectly? I dont see that happening. I also havent seen the burst of water but then again it has not been stuck as far as I have seen. Can anyone advise? Is there supposed to be a steady stream of water coming out? Thanks!
 
When in full clean mode all water goes to the cleaner jets.
The backup valve works on a set of gears that are turned by the water flow. So there is a set interval for the valve to go into backup mode.
Since the gears are constantly rotating there will begin a trickle of water out of it until it hits the full backup mode.

Thank you! So if no trickle of wanted I should assume the gear piece isn’t working?
