Looks like he was having issues with a previous configuration of the pad (1 skimmer, 2 outlets). He's talking about throttling the output – I can only assume he noticed, as I did the there was no air when the filter is more clogged. In the end it seems he rebuilt the pad and swapped one outlet to an inlet.
He also mentions possible impeller damage – again a sign he was looking for the source of bubbles in the pump – I don't know if he replaced the impeller but I've found other pump parts so I assume he probably did.
I would still proceed as planned. I would plumb that as 2 returns and 1 suction (skimmer). You do not want that return plumbed as a suction port, as that creates an entrapment hazard.
