Plaster Repair

Throughout the summer I've noticed several areas around the water line, and on the top step of the pool where the plaster seems to have flaked off, exposing the material underneath.

What would be the correct way to repair this? Can I just get some more pool paint and cover the areas in new paint after I lower the water level when I go to close the pool?

Pool paint will not last more then a year or so. The paint will probably begin chalking soon after applying.

A lasting fix is replastering.
