Plaster 2 different colors

We are in the second week of our pool being filled and brushing every day. I noticed that the top half of our pool is a much darker shade of blue than the bottom. I thought this was a shadow at first, but I got in the pool and looked and it’s definitely a color change. It seems to go all around the pool at the same height. While filling the pool, the water was not stopped at any point. Is this normal? Should I bring this up to the builder? Picture for reference. Look at the darker shade near the top of the surface and notice the lighter shade at the bottom. There’s a distinct line where it changesC313E816-9398-4F73-98DB-8F2503605FB9.jpeg

No it is not normal.

Yes, you should discus it with the builder.

Do not simply accept an acid wash as the fix. The acid will weaken and reduce the life of your plaster.

Take some 80/100 grit sandpaper and sand an area and see if the color changes.
