PH level won't go above 6.8 after 1 kg (2 lb) of PH+

Hi,
Moved to our house and just starting with pool chemistry/cleaning. Pool was covered during winter and filled with water, filter was running around 5 hours daily.
Added ph+ before shock but did not raise level at all. Now we shocked it twice and level still won't rise.
What should we try?

Tori,

What are you using to chlorinate your pool?

Do you have any water features, like a waterfall? If so, running that will help make the pH go up.
