Pentair Racer - Wheel replacement guide

I'm looking for a guide on how to replace the small wheels (360236) on the Pentair Racer (360228).
The wheels kept falling off, and the replacement for them came in with a white bearing where the shaft sleeve would have been.
I've been unable to ascertain the exact method for getting these wheels to attach to the splined shaft. Can anyone help or direct me to where I need to be looking?

Maybe the spline is already pressed in. What if you remove your old spline
The more I look at it though it just doesn't not look correct

It does appear to be the wrong part, but this is the third set that Pentair has sent out. All are exactly the same.
I can find no instructions on how to go about replacing these wheels with this bearing inserted, and the wheel with the bearing removed does not fit properly and falls off promptly.

PTS, did you ever find out how to replace the new small wheels as I have the same problem. Have submitted a request to Pentair, but not heard back yet.

This is exactly what my old wheel looks like today, 8-12-2017. I have not ordered a replacement kit yet.

Have you ever received a replacement kit that works? If so, please tell me how you did it.
