Somehow you are losing 6 volts over the fireman’s circuit with 19.8 volts here compared to the 26 you measured earlier.

You still have not showed me the fireman’s circuit connection. You have a high resistance in it causing the lost voltage which is why the board does not turn on.
 
discontent from yellow nut read 23.7v , no short anywhere. see picture below. thanks

Twist these two yellow wires TOGETHER and put one wire nut around them.

The wires need to be connected for the heater to start.

Show me a picture of the EasyTouch board and the J19 heater relay.

Disconnect the wires from J19 and test if the relay is open when there is no call for heat by the EasyTouch and is closed when the EasyTouch turns the heater on.

Do you understand how to test that?

I was using App to turn on and off SPA.I think relay is not receiving signal. how do you test relay?
Use the Outdoor Control Panel to turn the heat ON and OFF.

Select a Gas Heater and raise the temperature above the water temperature, and the J19 relay should close.

Lower the temperature below the water temperature, and J19 should open.
