Hurricane Harvey completely covered all my Pentair equipment for two days. Only one of three pumps failed, but the heater is not showing any power on the control panel. Can it be cleaned and repair and will it be safe to operate?

Possibly, but I would hire an experienced electrician to make sure all equipment is operating safe and effectively.
I had the same problem, so I replaced the transformer ($35) and now it turns on. I am still having problems with my blower though.

If you are lucky most stuff dried out before power was turned on again, sort of like a cell phone.
Pilot line plugging was most common when I spent three weeks doing gas appliance recovery after our flood in 95.
A good gas guy can get you up and running again.
