I wanted to keep my pool at a decent temp throughout the summer so I set up a new schedule to include turning on the heater for a few hours at 85°. Issue is once the water reaches 85° it seams as though the heater keeps running through the firing sequence.

What I think is happening is the temp sensor reads the temp every 10-30 seconds which swings from 81° to 89°, according to what I see on my phone. It then tells the heater to fire because it is below 85°. Before the heater fully fires up the same sensor says it no longer needs to heat because the water is above 85°.

This cycle continues endlessly until I shut power off to the pump and heater. Once turned back on I can adjust the temp manually on the heater to either 75° to shut it off or 92° to keep it running and all is well. Manual and phone controls don't work when the heater is going though this cycle. The control panel reads r13 then 128 then 85° and then it powers off and the cycle restarts.

Is something going bad in my heater or easytouch controller? Or is there a better way to program my heater to keep my water temp where I want it?
 
Your Easytouch system is what should be controlling the temp, not the heater. You should set the heaters temp on the unit to 104 and then let your Easytouch control it from there. With an automation system, the pool heater no longer is really in control of temp. So set the heater to either pool or spa an crank the temp to 104. You will then set the temp on the easy touch for whatever temp you want the heater to heat the pool to.
 
I'll give that a shot, thanks for the advice.

To be clear I had entered the schedule into the Pentair SLConfig app on my phone to change the heat setting to 85 for a 5 hour period. I had not touched the heater prior to finding it cycling through its turn on and fire phases.
