That is the start up sequence. If the flow is not sufficient to close the switch, they will not stop.
Have you cleaned your filter lately? Any cloudy water or possible algae? I would suggest you do a Overnight Chlorine Loss Test

I'm having the same issue. I cleaned the SWG just now with Muriatic, fired up the pump and the Flow light went back to green but the red and green on salt level are still flashing alternately. Any thoughts on next steps?

It will do the "Railroad Crossing" imitation for as long as five minutes as it does it's salt tests..

If it takes longer than 10 minutes that something is wrong.. I'd reboot it and let it try again.

The cell only checks the salt at initial power up and then every 12 hours..
