With power off there is continuity between them but power on there is no voltage

I would have expected no continuity and no voltage... I guess the primary side of the transformer could be open???

Looks like the transformers costs about 2/3rds of what a whole new power supply would cost..

Unless you can get the transformer for much less, I'd buy a whole new power supply... but that is just me...

I've never run across a bad Intellichlor transformer before, so good catch on your part.
