Thanks, yes the board with the heatsink is the one I have, those three devices mounted to the heatsink are Shottky Diode packs. Most likely the issue with my board.

Yes have Tektronix o-scope, but have already taken power center out, my fluke 87V also knows the difference simply measuring AC and DC and shows frequency as well. Found a replacement surge board at a good sale price and will simply replace the board rather than buy parts from digi-key and have to wait to get salt-cell. working This power center is around 15 years old, been through a few IC40's already. The new board looks a bit different, with the fuse a mini ATC type board mounted rather than the troublesome 3AG fuse holder and fuse mounted in the bottom of the case. The transformer looks great, so time to update the power center and get longer life out of unit. Have a great holiday week-end
