Pentair 2speed pump only hums, but runs with help

Our Pentair 1 1/2 2 speed pump has not been able to start on it's own. We replaced the capacitor with the exact same one, but it still is't starting.
I can start it while humming with a boost to the shaft, but that is it.
The Model no is DYNII-N2-1-1/2
Does this pump have 2 capacitors? (Start and run) Is there another one somewhere that isn't visable that needs to be replaced?
Any help would be appreciated.
 
Some do have both but I don't think that one does. The only places the capacitor are located are a hump on the top of the motor, or behind the end cap of the motor.

Another possibility is that some motors also have a centrifugal switch which can get dirty and not engage the start capacitor.

And a third possibility is that the bearings might be failing creating a lot of friction. Is the motor shaft hard to turn?
 
The shaft is very easy to turn, that is how I get the motor starting.
Where is this centrifugal switch located? There was a lot of dust and dry stuff behind the cover, and I did not clean it all out.
I will inspect more closely today.
