Part of skimmer coming out of concrete

As the pictures show - the top part of the skimmer is coming out of the concrete with the cover. Doesn't really affect the functionality of the skimmer, but does anyone have a suggestion for securing this?

I would think some sort of waterproof epoxy glue that will bond non-porous to porous should do a decent job of securing it. Loctite, Gorilla brands maybe?
