Paramount parascope bubbler pipe came out

This is my first question, so I hope I got this right.
I think this is the brand of bubbler that I have. It is installed on our pool ledge. I noticed the pipe part lying on the ledge one day and I do not know how to get it to stay - if I stick it back in there it just pops back out. I think there must be a fitting below this ring but I don't know how to get the ring out to find it. Is there a tool to get that out?
Any suggestions?

Attached is what I think is the manual for your bubbler. See page 4.

It looks like that pipe should be glued to the fountain retainer (part 2) and there is a 4 pronged nozzle tool (part1) you use to attach it.
