Overflow perimeter spa tile

Polymeric sand should harden as it is watered. Has it been?

Just got back from the property. Our home builders project manager was there & the company who installed the porcelain pavers were also there.
The paver installation company said that having the pavers set with polymeric was an "option" and was not used, nor was any weed deterring material. There are ants galore as well as weeds popping through.
The paver people said the install was correct and because we didn't choose that option to have polymeric sand, it was not done. It also appears that there are a lot of jagged cuts, that look like a wet saw was not used either. As well as not spaced? 🤦‍♀️
Our pm is not happy with the installation either. We have spoken to multiple paver companies, & the recommendation is to use polymeric. When choosing these porcelain outdoor pavers, no one gave us any options or guidance. We assumed they would contract a company that does this on the regular.
This is a big problem now. I don't think we will close on our home until it is correct.
