Is it everywhere on the plaster or just in a specific area or two? If it's isolated, it may be something inside or under the plaster perhaps. If it's everywhere, it could possibly be some residual metal staining if you have iron in the water. Do you know if you have iron? Are you on a well there? Have you added any pool store products to your water recently or last winter for closing?
Even though you haven't put well water in there since last season, it tells me you do use well water, so I suspect that's the culprit. I also have my concerns about the Metal Free as being the best choice as a sequestrant. At this time, I would recommend post a a full set of test results for us to compare, and also recommend reviewing the TFP Pool School - Metals in the Water and Metal Stains page. Sequestrant breaks down slowly, so you need to add more regularly. ProTeam's Metal Magic and Jack's Magic the Pink Stuff (regular), the Blue Stuff (fresh plaster), and the Purple Stuff (SWG) are some of the top sequestrants. You can also find other brands with similar products, some of which are noticeably less expensive. Sequestrants based on HEDP, phosphonic acid, or phosphonic acid derivatives are the most effective.
