Opinions on Using Demolished Tile & Plaster To Fill New Baja Bench?

We are adding a new Baja bench to our existing pool. I got quotes from a few vendors.

Some want to use the demolished plaster and tile as a fill for the Baja bench under the rebar. Another vendor uses gravel and says that using demolished plaster/tile is a major red flag that can result in cracking down the line / is not up to code. Both vendors will be using wet-mix shotcrete.

I can’t find any building codes about using demolished materials in a Baja bench addition, just that it shouldn’t be used for new pool construction under the main pool shell.

What are all of your thoughts? Is there anything else I should be aware or wary of when adding a new Baja shelf to an existing pool?
 
I wasn't sure if there was a difference between having demo'd tile/plaster sitting on soil vs it sitting on existing concrete.
The issue is fill settling creating voids. Does not matter what it is sitting on.
