Opening Pool For First Time

Opening my pool for the first time this year. When turning it on for the first time only 2 of the 3 jets had water coming from them. My pool knowledge is extremely low, so I am not sure what the issue might be.

I followed a step by step process on opening, but can't figure out where I went wrong. All caps were removed. Should I have both valves set to open (I know in the picture I uploaded both are not open)? When water was first pushed out of the two jets, it was with very high pressure/bubbles.

These two valves are on the suction side of your pump.

Your picture does not show the return valves or pipes that feed your jets.

Show us complete pictures of your equipment pad.
 
Show wider pictures that include all of your heater and all of your pipes.

Your heater output pipe disappears into the lower left of the picture.
 
What's the blue valve on far right in that image? Not used to seeing a ball valve on a drain line.

Two red valves are probably a skimmer and floor drain, and one appears to be mostly closed. Not the cause of your return issue, but you may want to open both, unless there's a reason you have one closed.

A wider shot would help. The only bit I can say with any certainty is the suction side lines going into the pump, and then the water flowing from the pump to the filter. From there I'm puzzled with what's going on.

Granted I'm not familar with heater hookups, but, I'm confused with all the different lines and the actual flow of the water. My intial thought was the blue valve would be the return valve but I'm not so sure. I will be following this thread though as now I'm curious lol.

My pad is much simpler. I have the same two suction side valves feeding the pump, and a line from the pump going to the filter and two lines going coming out of the filter (one leads to the return jets and the other is a waste line). I have 3 valves (2 on the suction side, and one for the return line).
 
Blue valve is the MPV waste line where water comes out during backwashing.

You see them on a MPV when the valve is leaking and the spider gasket needs replacement.

Wow... seems like a bad idea, and an opportunity to screw up one extra thing, for someone who's not even handy enough to replace an MVP gasket. :D
