Open gap around pool skimmer basket

Is it normal to have an open gap at the top corners of our skimmer? Both skimmers have the same area where it appears that water could leak out. You can see the rebar and an open area slightly above the skimmer as well. Or is this a construction defect?

Your pool water should never get the high.

I would stuff some grout or mortar to fill the holes.

How old is your pool?

It is about 1 1/2 years old. The water level doesn’t get that high but with a lot of splashing and jumping, it does go into those holes. I just wanted to make sure it was ok to fill them and that they weren’t there for a reason.
