Omnilogic system providing power, but not communicating to water features & equipment

Problem: While everything was working last year at closing, after opening the pool, the Hayward Omnilogic is now not communicating with pool features & equipment (e.g. valves, chlorinator, lights, heater, etc) except for the pump and temperature sensors that do seem to work.

Here are some background facts that I have been troubeshooting. I appreciate any advice.
  • Omnilogic firmware is up to date: MSP R4.8.0; MPP R4.5.0
  • The water features, etc, are getting power from the control board, for instance, but not communicating:
    • The toggle switches on the 4 value actuators (GVA-24) leading to the water features rotate the valve when manually toggled, but the valves cannot be actuated from the panel, to include in “Services Mode"
    • The chlorinator shows voltage in the system, but has no amperage
  • Installed new Hayward HLX-PCB-MAIN Omnilogic Main Control Board after recommendation of local pool tech, but no changes
  • When in the “Services Mode”, when attempting to "energize/de-energize the connected” device (e.g. lights, valves, etc) nothing happens.
  • After linking features to the correct “values” in the configuration menu, when revisiting that setting it will sometimes add 1 or more linked valves by itself.
My thoughts: Everything is getting power, but no communications signal from the board. I am thinking it might be something with software. Thoughts?

Have you tried removing all affected devices and then adding them back? After a power loss at a customer site I had to do that. Also I believe there has been an update to the OmniLogic in the past week.
 
Yes, and then so did a Hayward Tech who recently visited. After several hours, the Hayward Tech assessed it could be failure of the 24 volt power supply (?) to the right of the board. He mentioned there is a 12 and 24 volt. They ordered that part and we are waiting for them to install. While they did not seem totally confident it would fix the issue, they added it would allow them to test again to try to find any other root cause.
