Old school 4-intake in ground spa noise

Hi,
I've got a gunite pool with a spa that uses 4 intakes that run directly to the 4 jets to create the bubbles. The problem with this design is the noise. If I plug a hole no air enters that jet. I'm wondering if anyone came up with a solution that decreases the noise without affecting the functionality. Here's a brief video... Thanks for any ideas. It sounds like I'm in a top fuel dragster.

SAY WHAT??? It sounds like there are rocks in a tin can! Here is hoping someone has some ideas.

I can't replumb the whole thing. Those intakes connect to the jets and it's where the air bubbles come from, but it's so loud. If you plug a jet, water comes out the intake. And the intakes also serve to keep the spa from overflowing.
