OCLT Pass criteria

Why is the OCLT pass criteria 1.0 FC loss or less? Isn't 1.0 a little high to lose in 8 hours overnight with no sunlight?

Or is it because of the testing error range for the FAS-DPD test?

Just wondering because I passed an OCLT last night going from 11.5 FC to 10.5FC, no CC present.

Overnight Chlorine Loss Test

There is error in all testing. With experience, TFPC found that allowing for 1 ppm or less loss of FC during the test insures that there isn’t any living algae or other organic contamination in the pool.
